Syracuse Fire Department Hazardous Materials Response Team Called to City of Oneida to Assist with Chlorine Leak

Syracuse, NY- On Friday, July 5, 2024, at 7:32 a.m., Syracuse Fire Department’s Hazardous Materials Response Team was dispatched to the City of Oneida, in Madison County, to assist the City of Oneida Fire Department on a Hazardous Materials Incident. Leak detection equipment at the City of Oneida Wastewater Treatment Facility on Harden St., had detected a chlorine gas leak in a room inside the facility. Chlorine gas is an extremely hazardous, heavier-than-air gas that can cause serious injury or death in people exposed to it in high concentrations. Syracuse Fire Department’s Hazardous Materials Response Team, or HAZMAT, is part of a three-county consortium including Onondaga, Oswego, and Madison Counties.  It is one of the main HAZMAT response units for the consortium. They are a Type I team, which means they have the capability to respond to, and mitigate, the most serious types of Hazardous Materials emergencies. As the crew from SFD HAZMAT began the 35-minute response to the site, members of the team began to formulate a plan to mitigate the hazard. When crews arrived in Oneida they were met by members of the Oneida City Fire Department, and Madison County Office of Emergency Management, as well as staff from the Wastewater Treatment Plant. Working with the other responders at the scene, HAZMAT members were briefed on the situation and made a plan to enter the room where the leak was located and stop the leak. HAZMAT team members donned fully encapsulated chemical protective clothing in the form of Level A suits. These suits are the highest level of protection HAZMAT team members utilize and are reserved for the most hazardous emergencies. Once in their protective gear, team members began the process of air monitoring and worked to determine the severity of the leak. The initial concentration of chlorine in the air in the room where the leak was occurring was more than 5 times the safe limit. Crews were directed by plant staff on how to navigate plumbing in the room and were also given instructions on how to stop the leak. Several backup plans were also discussed, to ensure they were able to get the job done. After more than thirty minutes working to stop it, the leak was secured, and the crews exited the structure.  Thanks to quick action by plant staff and Oneida City Fire, the leak was contained to the room where the Chlorine tanks were stored. There was no exterior release of the chemical, and no danger to the public. There were no injuries reported as a result of this incident. Once the leak was secured, specialized ventilation fans at the plant took care of any remaining chemical in the air, and the plant was able to resume normal operation. Although these incidents are infrequent, members of the Syracuse Fire Department Hazardous Materials Response Team train to deal with them often.

Attorney General James Takes Action to Uphold Federal Ghost Gun Regulations

New York – Attorney General Letitia James today joined a coalition of 24 attorneys general in urging the United States Supreme Court to uphold a federal rule that regulates ghost guns—untraceable weapons often made at home from kits—like other firearms. The coalition filed an amicus brief in Garland v. VanDerStok, urging the court to reverse a decision by an appeals court overturning this commonsense gun safety rule. In the brief, Attorney General James and the coalition argue that the rule clarifies existing law, is necessary to prevent gun violence, and helps law enforcement solve serious crimes. “Gun safety laws save lives, and weakening these measures puts Americans in danger,” said Attorney General James. “Ghost guns are on the rise across the country, and stripping away federal rules that help regulate these deadly weapons will cause the problem to get worse. I am proud to stand with my fellow attorneys general as we call for this commonsense gun safety measure to stay in place, and for more to be done to protect our communities from senseless gun violence.” As gun violence continues to plague the nation, states are seeing an increase in the number of untraceable, unserialized ghost guns recovered by law enforcement. To combat the growing problem of ghost guns, the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) issued a Final Rule in 2022, that clarifies the definition of “firearms” in the Gun Control Act of 1968 (GCA), to include kits and parts that can be easily converted to fully-functional firearms. The Final Rule does not ban gun kits, but it subjects gun kits and nearly-complete guns to the same rules as conventionally manufactured guns, including serial number and background check requirements. The commonsense rule was struck down by the Court of Appeals for the Fifth Circuit, ruling it was an impermissible expansion of the GCA, though the U.S. Supreme Court allowed the Final Rule to remain in effect while the appeal proceeds. In the brief, Attorney General James and the coalition of attorneys general explain that striking down this federal regulation would harm public safety and hinder law enforcement. The coalition notes that the rule is consistent with the text, history, and purpose of the GCA and demonstrated that the Fifth Circuit’s decision was flawed. The coalition argues that the rule is necessary to close a dangerous perceived loophole and stop people who are banned from owning guns from making an end run around existing law—which they could do more easily before gun kits were subject to the same regulations as other firearms. Joining Attorney General James in filing this amicus brief are the attorneys general of Arizona, California, Colorado, Connecticut, Delaware, Hawai’i, Illinois, Maine, Maryland, Massachusetts, Michigan, Minnesota, Nevada, New Jersey, North Carolina, Oregon, Pennsylvania, Rhode Island, Vermont, Washington, Wisconsin, the District of Colombia, and the Northern Mariana Islands. Shooting on Greenland Drive

On Thursday, July 4th, 2024, at around 4:59 PM, Syracuse Police Officers responded to the 100 block of Greenland Drive in regard to a reported shooting with injuries.  Upon arrival, officers located a 29-year-old male, who was the victim of apparent gunshot wounds to both legs.  The male shooting victim was transported to University Hospital by AMR, where he is being treated for his injuries.  The victim is expected to survive.    Anyone with information about this incident is encouraged to contact the Syracuse Police Department Criminal Investigations Division at (315) 442-5222.
