Voices: Senator Schumer delivers $2M to Support & Prepare CNY Ahead of Micron Project 

Central New York has a generational opportunity to become a global leader in semiconductor manufacturing and supply chain development. Preparing for Micron’s investment, attracting its supply chain and supporting existing businesses requires both significant partnerships and investments. With that in mind, I am excited to share that, thanks to the tireless efforts of U.S. Senator Charles E. Schumer, CenterState CEO will receive a $2 million of federal funding via the recently passed federal appropriations legislation, to help the region advance this critical work. Within the next decade, when Micron has just two of its four fabs up and operating, one in four American-made chips will be produced within 350 miles of the Upstate Semiconductor Corridor. No other area of the country will account for a greater share of domestic production. We are particularly grateful to Senator Schumer for his leadership on the CHIPS and Science Act, which set the vision and opportunity for this transformative opportunity into action. Furthermore, we are proud to be recognized, through this investment, for our ability to lead the nation in this critical sector.  This is a clear validation of the strategy we set forth to advance our region’s core capabilities and existing assets to meet future demand. It will enhance our ability to compete on a global stage and provide us resources to help existing Central New York businesses gain access to the growing semiconductor market so that they are rewarded for their long-term loyalty to this region. It further doubles down on our recent Tech Hubs designation and reinforces the importance of Central New York’s growing advanced manufacturing industry to our national security.   CenterState CEO will use this funding to prepare local businesses, with a focus on minority, women, and/ or veteran owned, to access procurement and other business opportunities related to Micron’s planned $100 billion investment. This will empower these local businesses to add new jobs, make new capital investments, and generate new business. We will also work with local partners to promote procurement opportunities to regional businesses and identity specific procurement opportunities that local businesses may be suited to fulfill, ranging from construction trades and high-tech manufacturing to industrial laundry services, catering and more. The funding will also support efforts to attract and provide soft landing services to Micron’s supply chain companies that are looking to locate in this region, helping them connect with local and state incentives, coordinate with local workforce development collaboratives, and identify and target real estate in areas that are accessible to underserved workers and need economic revitalization.  The moment we are in requires us to move faster and take on more than ever before. Therefore, we are keenly focused on attracting more resources to support our community’s capacity to rise to the moment.   This investment and other federal programs like Tech Hubs, ongoing support from our state and local partners, and an increasing engagement from corporate sponsors and philanthropic partners are all part of our strategy to ensure Central New York is properly resourced to maximize this opportunity. Together, we will continue to execute a strategy that is going to reshape our economic landscape and our nation’s economic competitiveness, while vaulting Upstate New York into an entirely new tier of criticality to our country’s future. Governor Hochul Announces Project to Overhaul Outdated DMV Technology to Bring Significant Customer Service Improvements to New Yorkers

Multi-Year Project Will Replace 50-Year-Old Technology and Make Future Service Enhancements More Seamless As part of an ongoing effort to deliver best in class customer service to New Yorkers, Governor Kathy Hochul announced the New York State Department of Motor Vehicles has launched a multi-year project to replace and modernize a significant portion of its aging technology systems. This initiative will provide DMV customers with more efficient, secure, and convenient services, and will enable the agency to implement future technology advancements more efficiently. “As a former County Clerk, I know first-hand the importance of the DMV in providing critical services to New Yorkers,” Governor Hochul said.“These investments are a major step forward in the DMV’s strategic modernization as we look to create a quicker, easier and more convenient experience for everyone.” The DMV has entered into a contract with world-class software company FAST Enterprises, LLC, which has successfully implemented similar systems in more than 15 other states and will help DMV modernize its technology platforms and service delivery in two major stages over approximately the next four years.  The new technology will replace and consolidate a significant portion of DMV’s legacy technology footprint, some of which are over 50 years old, and will make DMV more secure, stable, and agile. Computer and system outages that have caused delays and long lines in DMV offices will become a thing of the past with the introduction of modern applications and proven successful solutions. Whether calling the DMV, going online or visiting an office in person, every customer will notice more reliable, responsive and faster service. Through this project, DMV will introduce automation that will speed up processing times and eliminate paper forms wherever possible. It will also allow the DMV to offer more online and self-service options. The creation of comprehensive customer profiles will enable DMV staff to see customers’ information in one place, allowing them to provide a more personalized experience and proactively flag upcoming issues and expirations. This project will continue DMV’s efforts to focus on the customer experience in order to deliver first class service for all New Yorkers. This change is part of a broader initiative to re-imagine the way DMV does business, which has included dozens of improvements such as greatly expanding online live chat and enhancements to the DMV online transaction portal. DMV also introduced online pre-screening for some of the most complicated transactions like applying for a REAL ID or Enhanced ID and exchanging an out of state license and implemented a robust appointment scheduling system to significantly reduce the amount of time customers wait to be served in an office. The average wait time for a customer is now a record low of 15 minutes.

Mayor Walsh Updates Syracuse on City Government Plans for Total Eclipse

Syracuse, NY — Syracuse Mayor Ben Walsh announced city government will be open for all services on Monday, April 8 when a total solar eclipse impacts a large part of New York State, including Syracuse. State and local officials are preparing for a large influx of visitors to the region which may put extraordinary demand on roads and telecommunications infrastructure. In Syracuse, the eclipse will begin at 2:09 p.m. and will reach totality at 3:23 p.m. Darkness will occur for 1 minute and 24 seconds. It will gradually lighten over the next hour with conditions returning to normal about 4:34 p.m. City streetlights are scheduled to go on during the duration of the eclipse. City staff will work normal schedules on Monday: “With the potential for heavy traffic, we encourage constituents to consider other times to do business at our offices. Check our website at syr.gov to see if the service or transaction you need can be done online,” said Mayor Walsh. “But if you need us on Monday — online, by phone, or in-person — city staff will be available.” In coordination with Onondaga County and New York State, Walsh said multiple city departments, led by Human Resources Safety and Risk Management, have been planning for the eclipse for many months. City employees whose jobs include going outdoors — including Police, Fire, Public Works, Water, Parks and Code Enforcement — are being provided protective eyeglasses. Onondaga County Sheriff’s Office Eclipse Operational Safety Plan

Onondaga County Sheriff Toby Shelley would like to thank County Executive Ryan McMahon for updating the public today during his press conference regarding the Solar Eclipse upcoming on April 8th.  Sheriff Shelley would like to share some of our safety plans for the residents of the County that will be in effect on Monday.  Starting this weekend, 4-6-2024, the Onondaga County Sheriff’s Office will implement the Solar Eclipse safety plan. This plan began being drafted months ago and is ready to be implemented. The Sheriff’s Office wants everyone in the county and our residents to enjoy the Solar Eclipse while being safe.  The Sheriff’s Office will monitor traffic flow and volume throughout the county this weekend.  The County is expected to have as many as one million people pass through the area.  Sheriff patrol is ready to handle this possible extra call volume.  The overall operational mission is to support a safe and secure environment for the influx of people, support local viewing events, mitigate roadway congestion, and provide continued law enforcement services before, during, and after the eclipse.  Onondaga County is expected to be a staging area for the eclipse viewers as a central location.  There will be both sanctioned and unsanctioned viewing events.  Sanctioned events have been recognized by the county and local municipalities.  Unsanctioned events are private events planned and unplanned mass gatherings viewing sites. Public safety threats have been identified. With the increased number of people in the county, the Sheriff’s Office has identified safety issues that will be monitored closely.  These include but are not limited to Increased 911 calls, lost/missing persons, field or brush fires, cell service overload, vehicle traffic and accidents, boat and water accidents, gas and fuel supply depletion, and restaurant/grocery store supplies depletion. Transportation networks may see congestion, including total stoppage. Local roads, highways, and bike and footpaths will most likely have more significant volumes at times. With the amount of traffic expected, heavy gridlock may cause issues relating to fuel, heat, water, food, bathroom challenges, and possibly stranded motorists. Onondaga County Sheriff’s resources during the day and evening of the eclipse.  There will be a more significant number of deputies working that day.  One of our most significant resources will be our 25-year-old Air One Helicopter, which will be operational, doing traffic surveys, searching for possible missing persons, providing emergency vehicle escorts, and physically evacuating people if needed. Our counter terrarium unit will monitor different events and relay information to our quick response teams; navigation units will patrol the county waterways, a bomb squad will be activated, multiple drones will be deployed, and a SWAT unit and K9 will be on alert. The Sheriff’s Office and Emergency Management will have a centralized command post.  The Onondaga County Sheriff’s Office has met with the Commissioner of Onondaga County Parks to develop a comprehensive plan to help patrol and monitor the large crowds attending the viewing events.  The Onondaga County Sheriff’s Office wants people to come to the county, have fun, and be safe. Gillibrand Announces Legislation to Protect Historic Student Loan Debt Relief; Urges Borrowers to Apply For “SAVE Plan”

Legislation Would Protect The Biden Administration’s Income-Driven Repayment Plan From Future Presidential Administrations Washington, D.C. – Today, U.S. Senator Kirsten Gillibrand held a virtual press conference to announce the Codifying SAVE Plan Act, legislation that would codify President Biden’s income-driven repayment program, known as the Saving on a Valuable Education (SAVE) Plan, into law and protect it from being rolled back under future administrations. The SAVE Plan currently has more than 7.7 million federal student loan borrowers enrolled, and New Yorkers have had over $63 million forgiven under the plan. “The SAVE Plan is the most affordable student loan repayment plan in history and a lifeline for millions of borrowers – allowing them to live without the burden of exorbitant monthly payments hanging over their heads,” said Senator Gillibrand. “The Codifying SAVE Plan Act would ensure that the SAVE Plan remains in place and safeguards a much-needed path to federal student loan forgiveness. I’m proud to fight so the SAVE Plan is protected for future generations, and I urge New York borrowers to visit StudentAid.Gov/SAVE to enroll in the plan today.” President Biden’s SAVE Plan was introduced in August 2023 and has helped millions of borrowers lower their monthly payments. Under the SAVE Plan, borrowers with undergraduate loans are getting their payments reduced from 10% to 5% of their discretionary income, and those earning under 225 percent of the federal poverty line have had their monthly payments lowered to $0. The SAVE Plan has also canceled the loans of 150,000 borrowers to date. Borrowers can apply for the SAVE Plan to lower the cost of their student loan payments here.  Gillibrand has been a leader in taking action to fix the student loan system and support borrowers. She leads the What You Can Do for Your Country Act, which would allow borrowers to have half of their federal student loan balance forgiven after five years of public service and make sure millions of Americans are eligible for the loan forgiveness they have earned. She also successfully urged the Biden administration to strengthen our nation’s Public Service Loan Forgiveness program, which enabled hundreds of thousands of public servants to get their student debt discharged. Additionally, she has pushed to encourage our nation’s best and brightest to work in government by offering free college in exchange for public service in cyber and tech disciplines through her Cyber Service Academy scholarship program.
