Community Feedback Results: A Message from Our President And CEO

Feb 8, 2023 Over the past several months, the Community Foundation embarked on a journey of evaluation that will inform the development of our new five-year strategic plan, which will take us through our centennial year of service to the region. Studies conducted by The Center for Effective Philanthropy as well as focus groups and interviews led by Gwen Webber-McLeod of Gwen, Inc. uncovered positive outcomes as well as opportunities for us to advance our work. We were heartened to receive favorable feedback in the following areas: You also challenged us to expand the impact of our work by focusing on: Our grant applicants and recipients helped us identify an opportunity to further open the channels of communication between them and our staff. We are working on plans to be in touch more often to listen and understand grantee needs and those of the communities they serve, especially populations that have been historically underfunded. Our donors expressed an interest in connecting more often with each other and other members of the community. We hope to offer a variety of gatherings and convenings that will help our donors and supporters learn how to best tackle the region’s greatest concerns and opportunities. And, perhaps most importantly, weaved throughout your feedback is a call for us to expand upon our commitment toward diversity, equity, access and inclusion – to amplify voices, be continually visible in the communities we serve and clearly communicate how our work supports those impacted by systemic racism or other bias. As I prepare to transition from my role at the Community Foundation after 15 years of leadership this coming June, I could not be more proud of this work and thankful for your support and feedback. Your perspective has had a major influence on our new strategic plan, which will be released this summer. State Department of Transportation Announces New Leadership on the I-81 Viaduct Project

I-81 Viaduct Project Director Mark Frechette Retiring, Handing Over Duties to Successor Elizabeth “Betsy” Parmley New York State Department of Transportation Commissioner Marie Therese Dominguez today announced the retirement of I-81 Viaduct Project Director Mark Frechette, P.E., who was a key member of the team at the Department of Transportation in Central New York and the North Country for more than 35 years. For the past 10 years, Mark has served as Project Director of the I-81 Viaduct Project, working countless hours in coordination with the Central New York community to lead the project from its initial conception and design through the Record of Decision and first contract award on January 12. Over the past two years, Mark has worked closely with his successor, Elizabeth “Betsy” Parmley, P.E., who joined the I-81 project team in 2021 as a Project Manager. Betsy brings a wealth of experience and knowledge to her new position as Project Director for I-81. She began her career with DOT in 2005 as a Junior Engineer and worked her way up to lead DOT’s Central New York Traffic Safety & Mobility Group, before officially joining the I-81 Viaduct Project team. As the first female Resident Engineer in DOT’s Central New York region, Betsy led a staff of approximately 40 highway maintenance workers at the Onondaga West Maintenance Residency. During her tenure at DOT, Betsy has also held key roles on several high priority regional projects, managing and coordinating each from development and design all the way through construction. These projects include the $38 million transformation of the New York State Fair Orange Lot; a $3 million project to widen Exit 7 off interstate 690 west; a $10 million project on state highway improvements to accommodate the construction of del Lago Resort & Casino; and a $7 million Bridge Street gateway project connecting the Village of Solvay to the New York State Fairgrounds. Betsy has built strong relationships in Central New York with elected officials and members of the community, addressing safety and traffic concerns related to projects around the region. A graduate of Bucknell University, Betsy began her career in New York City before moving to Central New York and working for Clough, Harbour & Associates. Betsy’s depth of experience and demonstrated strong leadership skills will be instrumental in the successful completion of this historic project. State Department of Transportation Commissioner Marie Therese Dominguez said, “With 37 years of outstanding service to New York State DOT, Mark Frechette has been retirement eligible for some time now, and the fact that he decided to stay on through the approval of the Record of Decision and the first contract award for the I-81 Viaduct Project speaks volumes about his commitment to public service, Central New York and his good character. I congratulate Mark on a stellar career and a legacy that will long endure. Regardless of the challenges put in front of him on this – the largest project in DOT history – Mark was unflappable, always cheerful, positive, and believing with all his heart that we would work with the community to develop the best possible transportation solution for the City of Syracuse and Central New York. As I turn over my responsibilities on the I-81 Viaduct Project to Betsy, I know I am leaving it in good hands. I have every confidence in her abilities to work with the community to kick off and complete this transformative project.” Incoming I-81 Project Director Betsy Parmley said, “I feel very fortunate to have worked alongside Mark and the I-81 team for the past two years. I look forward to taking this project into the final design and construction phases and continuing to build on the accomplishments Mark and the team have led.” The $2.25 billion I-81 Viaduct Project will remove the existing elevated structure dividing the City of Syracuse and replace it with a new business loop and an integrated Community Grid that will disperse traffic along local north-south and east-west streets, and reconnect the neighborhoods severed by the interstate. The project would also upgrade a portion of Interstate 481, which would be re-designated as I-81; and construct the new “Business Loop 81” along Almond Street to improve connections to downtown and other business districts. On January 12, the Office of the State Comptroller approved an award of $296.4 million to Salt City Constructors, LLC, for the first construction contract on the I-81 Viaduct Project. Salt City Constructors, LLC is a combined entity of three contractors: Lancaster Development and Tully Construction Co., LLC, doing business as L&T Construction; D.A. Collins Construction Co., Inc. and Cold Spring Construction Co., Inc. The initial contract focuses on reconstructing the existing I-81/I-481 northern interchange into Business Loop 81 and I-81; and expanding portions of former I-481 from two to three lanes to the Kirkville Road interchange. Mayor Walsh and Chief Cecile Appoint Jawwaad Rasheed to Chief Accountability Officer in Syracuse Police Department

Syracuse, NY – Syracuse Mayor Ben Walsh and Police Chief Joe Cecile announced the appointment of Jawwaad Rasheed as the first-ever Chief Accountability Officer of the Syracuse Police Department (SPD). Working in the Office of the Chief of Police, Rasheed will serve as a member of Chief Cecile’s executive leadership team. Rasheed has more than forty years of public and private sector service, including judicial decision-making, civil and criminal litigation, general law, negotiation, and business risk analysis. Most recently, Rasheed worked in Rome and Utica, New York at as an Oneida County Family Court Support Magistrate. He has worked with New York State Courts for 27 years. “Jawwaad’s extensive experience in the judiciary process and progressive knowledge of law and ethics make him an asset to the Department,” said Mayor Walsh. “He will be focused full-time on implementing our police reform initiatives and strengthening police-community relations. Jawwaad will serve both the citizens of Syracuse and our officers well to make certain that SPD’s work enhances a growing city that embraces diversity and creates opportunities for all. The appointment means more capacity in the Office of the Chief to improve policing and public safety.” Rasheed will lead the ongoing implementation of the Department’s police reform initiatives, including Mayor Walsh’s Mayor Walsh’s Executive Order No. 1, as well as the Syracuse Police Reform and Reinvention Plan resulting from a state Executive Order. Rasheed will assess the SPD’s accountability to required policy and procedure and assist in developing future benchmarks, policies, and procedures to ensure the department continues to progress in a transparent, and accountable manner. He will also serve as the Department’s juvenile justice liaison to government entities and community organizations providing juvenile, family court, and child protection and support services. Chief Cecile said, “Mr. Rasheed’s vast experience in the Judicial System, as well as his broad involvement in various public and private organizations will be of great assistance to the Syracuse Police Department as we strive to stay progressively on track with our current and future Criminal Justice Reform benchmarks.” Rasheed has served Monroe County, both in the County’s Law Department and its District Attorney’s Office. For nearly ten years, Rasheed also worked at the State University of New York teaching courses such as Law & Ethics, a study of American style democracy and morality, Juvenile Delinquency and the courts, a study of how our legal system interact with American youth. Before coming to Central New York, Rasheed spent time in Washington, D.C., Virginia and Los Angeles at the U.S. Department of State Agency for International Development, the Bendix Corporation Aerospace Electronic Group, and the First National Westminster Group of Companies. Rasheed earned his Juris Doctor and his Master of Law from Georgetown University Law Center. His Master of Law is in International Business. He earned his Bachelor of Arts from Amherst College in Political Science, Middle Eastern Studies and African American History. Rasheed also founded the NY State Support Magistrate Association, where he sat on the board of directors. In addition to his years of law service, Rasheed has also been involved with the 100 Black Men of the Greater Syracuse area, United Way of the Mohawk Valley, Mohawk Valley Junior Frontiers. He currently serves as a trustee of the Science Academy of New York (SANY) charter schools. Rasheed will relocate to Syracuse from the Mohawk Valley this year.
