NAN’s Statement Regard the Armory Square Arrest of Uniyah Chatman

The culture of policing must be considered. What is going on that causes the police to react to a young woman with such brute force that have a press conference by the Syracuse Police and the first statement is a comparison of what happened to Uniyah Chatman to the state of affairs in Memphis? The National Action Network, Syracuse Chapter admonishes that observation of the law be observed, and should an infraction to law take place, an appearance ticket should be issued or an arrest. A young woman experienced the trauma of not only being arrested but now is healing from what is being minimalized a wound to her head, a “wound” that resulted in more than 50 stitches, a Severe concussion and muscle trauma to her neck.  There is so much more to be considered than what is being shown in the segmented footage shown. However in this matter Uniyah Chatman cannot be demonized in the court of public opinion when a full and transparent disclosure of all information regarding excessive force. This incident is a clarion call that something must be done. There are several things that must be addressed! The lack of body worn cameras by all of the officers, especially the officer in question, how can an officer be involved in such an egregious act without immediate repercussions. How is it that 15 officers were dispatched to a petty larceny call? That alone seems like excessive force. For one person? Should one break the law, there is a protocol to resolution yet, when there is over the top excessive force what then is to be done within the department to bring about a change of actions and public accountability.

NYSUT statement on Gov. Kathy Hochul’s Budget Proposal

Albany, N.Y. Feb. 1, 2023 — New York State United Teachers President Andy Pallotta issued the following statement today regarding Gov. Kathy Hochul’s budget presentation:  “For years, NYSUT members have been fighting for proper school funding and staff levels. The governor’s proposed budget is a historic step in the right direction that promises to dramatically improve our schools and the communities they serve.  “However, we have grave concerns about the proposal to expand the number of charter schools. This will have a devastating impact on our public schools, especially for our state’s most underserved students. History shows that the corporate charter school industry is interested in making profits, not in the well-being of all students, educators and families. Charters exclude students who don’t fit their business model, and they operate without input from the public or accountability to taxpayers. Where public schools unite our communities, charter schools fracture them.”   New York State United Teachers is a statewide union with more than 600,000 members in education, human services and health care. NYSUT is affiliated with the American Federation of Teachers, the National Education Association and the AFL-CIO.

Mayor Walsh Announces Release of Trash Cart Rollout Fact Sheet

Syracuse, N.Y. – Syracuse Mayor Ben Walsh announced the release of a new fact sheet [Trash Cart Rollout Fact Sheet] regarding the City’s plan to roll out new, 95-gallon lidded trash carts to residents for semi-automated pick-up by sanitation crews. The Syracuse Common Council is currently considering ordinance changes necessary to implement the program. “The health and safety of our residents and staff are our biggest concern,” said Mayor Walsh. “By following best practices and engaging the community for their input, we can create safer work environments for our employees and cleaner neighborhoods for our residents in a way that is convenient, consistent and equitable.” Carts will be delivered to residents in a two-phased approach this year. Beginning this summer, carts will roll out to 20% of daily routes first before hitting all remaining routes in late summer. Residents will receive messages on what phase they are in, what to expect with the carts and how to use their cart once they get it. According to the fact sheet, “From residential properties to senior housing, rolling carts with semi-automated pick-up have been proven to be a more convenient, sanitary, and safe way to pick up solid waste in municipalities across the country. These changes in solid waste collection mark an investment in neighborhoods, residents, and staff that will reduce costs, increase worker safety, and improve City services.” The City plans to introduce recycling carts next in 2024.

Jamesville Correctional Facility and Justice Center Full Shakedowns Making Them Safer for Staff and Residents

(Jamesville NY and City of Syracuse)- On January 18, 2023, and February 1,2023, Members of the Onondaga County Sheriff’s Office Civil, Corrections, Custody and Patrol Divisions conducted two full facility shakedowns of Jamesville Correctional Facility and Downtown Justice Center.  These shakedowns were ordered by Sheriff Shelley on January 2nd and after extensive planning they were implemented by the men and woman of the Onondaga County Sheriff’s Office.  In conjunction with the Sheriff’s Office many other outside agencies helped with the two full facilities shakedowns.  Over 150+ Deputies along with 10 K9 units completed the largest organized operation in the history of both places.  During the Jamesville search, one homemade knife was found, and more than 60 illegal pills were also discovered.  Today during the Justice Center search, two homemade knives were found, and one person was arrested for having illegal narcotics.  Overall, these unprecedented shakedowns were huge success because deadly weapons were removed from the facilities, making the staff and incarcerated individuals safer. “Sheriff Shelley thanks all the members of law enforcement who participated today and on January 18th for their dedication to the mission of protecting the citizens and staff of Onondaga County.”

Mayor Walsh Announces Release of Final Draft Ordinance for Rezone Syracuse

Walsh says ReZone Syracuse delivers a “modern forward looking zoning code” for a growing Syracuse Syracuse, N.Y. – Syracuse Mayor Ben Walsh announced the completion of the final ordinance for ReZone Syracuse. The ordinance addresses key zoning and land use priorities for a growing Syracuse, including the City’s first affordable housing requirements, new and improved citywide design standards, and a streamlined development review process. This is the first comprehensive update of Syracuse’s zoning ordinance and map in more than 55 years. The ordinance and updated zoning map are posted online. The ordinance will next be reviewed by the City Planning Commission and Syracuse Common Council. The revised ordinance has been in development for six years and has been the subject of extensive public engagement and a comprehensive environmental review. In his 2023 State of the City address last week, Walsh said the city needs a “modern, forward looking zoning code.” He said his administration would work with the City Planning Commission and Common Council to “get the update across the finish line early this year.” Housing Affordability and Choice The final proposed ordinance includes recommendations to address the critical need for quality affordable housing in the City. If approved, the ordinance would establish the first affordable housing requirements and incentives for developers and builders. It would require larger new construction and residential redevelopment projects to provide a portion of affordable residential units based on city income criteria. It also recommends the allowance of additional housing types like attached dwelling units, or row homes, and accessory dwelling units for owner occupied properties to increase housing choice and affordability throughout the City. Improved Design Standards The proposed ordinance also introduces uniform design standards to improve the quality of development across the city. The provisions will ensure more consistent decision-making. Areas addressed include parking, landscaping and planting, signage, lighting and the compatibility of development with nearby residential areas. New building and site design standards will improve safety and aesthetics and increase the predictability of the review process. Streamlined Development Reviews The final proposed ordinance allows for improvements to streamline the project development review process. It makes important procedural steps more clear and easier to understand. The steps will be more predictable and apply to multiple application types. Development proposals will have “major” and “minor” reviews based on size and significance. Historic preservation proposals will also tailor the size and scope of the review based on project size. For historic reviews, the City included an economic hardship appeal process for alterations and demolitions, and established an affirmative maintenance and repair requirement. OCC Announces Transfer Agreements with Two HBCU’s on First Day of Black History Month

Onondaga Community College signed transfer agreements with two Historically Black Colleges and Universities (HBCUs), giving students a new, seamless pathway to a bachelor’s degree. The agreements are with Lincoln University (PA) and Johnson C. Smith University. “I am a big believer in both the power of education to transform lives and partnerships. There is no limit to what we can accomplish when we work together. These transfer agreements with Johnson C. Smith University and Lincoln University will give our students valuable educational options which will change their lives and the lives of their families,” said OCC President Dr. Warren Hilton. With these opportunities OCC students will have another option as they complete their two-years at the college. This initiative follows a recent pattern of renewed interest in Historically Black Colleges and Universities. The following, is information regarding the two schools that are now partnering with Onondaga Community College.   Johnson C. Smith University (JCSU) is located in Charlotte, NC. In 2020 it was ranked the top private HBCU in the state of North Carolina by U.S. News & World Report. JCSU offers a progressive curriculum with 24 fields of study to nearly 1,500 students who come from a variety of ethnic, socioeconomic, and geographic backgrounds. Lincoln University (LU) is known as the nation’s first degree granting HBCU. Located in Pennsylvania, about 50 miles west of Philadelphia. Founded in 1854, Lincoln University is committed to active and collaborative learning, global engagement and citizenship, and social responsibility. In 2022, Lincoln was ranked the Best HBCU in Pennsylvania by UniversityHQ.org. Transfer Agreements Details Historically Black Colleges and Universities (HCBU’s) have played an important role in educating African Americans;Nine of the top 10 colleges that graduate most of the African American students who go on to earn Ph.D.’s are HBCUs. With more than 50% of the nation’s African American public-school teachers and 70% of African American dentists and physicians earned degrees at HBCUs.
