Governor Hochul Announces $234 Million in Additional Food Assistance for August

All SNAP Households to Receive the Maximum Level of Food Benefits for August Supplemental Food Benefits Expected to Continue Through November Governor Kathy Hochul today announced that all New Yorkers enrolled in the Supplemental Nutrition Assistance Program will receive the maximum allowable level of food benefits for August. All households participating in SNAP — including those already at the maximum level of benefits — will receive a supplemental allotment this month, resulting in a roughly $234 million infusion of federal funding into the New York State economy. “No New Yorker should face the prospect of not being able to provide adequate food to feed their household,” Governor Hochul said. “These added benefits help to alleviate this aching concern for hundreds of thousands of individuals and families still struggling to make ends meet amid the ongoing economic recovery from the COVID-19 pandemic.” The emergency assistance supplement will be provided to all households, including those that ordinarily receive the maximum allowable benefit per month on SNAP, a federally funded program overseen by the New York State Office of Temporary and Disability Assistance. Households already near or at the maximum benefit level — $835 for a household of four — will receive a supplemental payment of at least $95. SNAP households in all counties outside of New York City should see these extra benefits post between today and Friday, August 19. Those SNAP households in the five-county New York City region should see their benefits post between Tuesday, August 16, and Monday, August 29. OTDA began issuing the emergency supplemental benefits in April 2020 to those SNAP households receiving less than the maximum monthly benefit amount. When New York State’s emergency declaration expired in June 2021, the agency successfully worked with the federal government to secure the maximum allotment for all SNAP households until the expiration of the federal declaration of a public health emergency, which was extended until October and will enable OTDA to continue issuing these benefits through November. New Yorkers continued to rely heavily on SNAP this spring, with more than 1.6 million households, including more than 2.8 million New Yorkers, throughout the state enrolled in the program in June. While SNAP recipients statewide dropped slightly from May, they were up 1.4 percent over June 2021, highlighting the continuing demand for these critical benefits. SNAP plays an important role in New York’s ongoing economic recovery and has injected more than $1.2 billion into the state’s economy since January. Every federal dollar invested by SNAP generates up to $1.54 in economic activity, according to a federal study quantifying the impact of SNAP on the U.S. economy. These benefits are also a critical lifeline for New Yorkers in need, as about 14 percent of the state’s population relied on SNAP benefits last year according to a recent study. More than half of recipient households were families with children and about 48 percent included an adult over the age of 55 or a person with a disability. As with the prior months, the payments will be delivered directly to recipients’ existing Electronic Benefit Transfer (EBT) accounts and can be accessed with their existing EBT cards. Like regular SNAP benefits, the supplemental benefits can be used to purchase food at authorized retail food stores. Any unused SNAP benefits will automatically carry over to the following month. Two Syracuse Men Arrested for Falsely Reporting an Incident

Town of Onondaga, New York – The Onondaga County Sheriff’s Office has charged two men for falsely reporting an incident after fabricating an armed robbery. On August 14th, at approximately 1:38 P.M., deputies responded to the parking lot of the Key Bank located at 4892 West Seneca Turnpike in the Town of Onondaga for a reported armed robbery that just occurred. The alleged victim reported that while attempting to make a business deposit for his employer, he was approached by an unknown male, described as wearing a white hooded sweatshirt, blue mask, black sunglasses, who was armed with a knife and who demanded money from him. The alleged victim complied with the suspects demands and handed over approximately $3,700 in U.S. currency before observing the suspect flee on foot behind the Post Office located at 4912 West Seneca Turnpike. Deputies along with the assistance from the New York State Police searched the area for the suspect, who was quickly located in the wooded area behind the Post Office with the proceeds nearby. Both the suspect and alleged victim were interviewed by detectives, who found discrepancies in their statements, which led detectives to believe the report was false. Subsequently, detectives charged the suspect, identified as Jeddidia Manning 25 and the alleged victim Josh Phillips 31 both of Syracuse, with grand larceny in the 3rd degree, falsely reporting an incident in the 3rd degree and conspiracy in the 5th degree. Both were arraigned yesterday evening before Judge Mantione, who remanded Manning held without bail and Phillips pretrial released.

Syracuse Police Respond to Multiple Shootings within 24 Hours

Fitch Street Shooting – Saturday, August 13th, 2022, at around 2:47 P.M., Officers responded to the 200 block of Fitch Street for a shooting with injuries call. Upon arrival, Officers located a 15-year-old male who was shot in the leg. The victim was transported to Upstate Hospital and is expected to survive. SPD Respond to Richmond Ave. Shooting with Injuries – Saturday, the 13th day of August 2022, at around 4:52 p.m. Syracuse Police Officers responded to the 300 block of Richmond Avenue for a shooting with injuries call. Upon arrival, officers located evidence of a shots fired as evidenced by several casings that were located on the scene. A short time later, a 23-year-old male arrived at Upstate Hospital after being dropped off by a private transport vehicle. The victim presented with multiple gunshot wounds stemming from the incident. The victim is listed in critical condition. W. Genesee St. Shooting Reported – Saturday, August 13th, 2022, at around 11:31 P.M., Officers responded to the 500 block of W. Genesee Street for a shooting with injuries call. Upon arrival, Officers located a 36-year-old male who was shot in the arm and midsection. The victim was transported to Upstate Hospital and is expected to survive. 15-Year-Old Shot in Leg, Syracuse Police Investigate – Sunday, August 14th, 2022, at around 11:16 A.M., Officers responded to the Upstate Hospital for a shooting with injuries investigation. Upon arrival, Officers located a 15-year-old male who was shot in the leg and is expected to survive. The incident location was determined to be in the 700 block of W. Onondaga Avenue. 16-Year-Old Shot on Sabine Street– Sunday, August 14th, 2022, at around 1:26 P.M., Officers responded to the Upstate Hospital for a shooting with injuries investigation. Upon arrival, Officers located a 16-year-old male who was shot in the wrist and is expected to survive. The incident location was determined to be in the 200 block of Sabine Street. The investigations into the activities above, are active and ongoing and anyone with information is compelled to contact the Syracuse Police Department’s Criminal Investigation Division at (315) 442-5222.

Oak Street Shots Fired, Police Make Arrest

On Friday, August 12th, 2022, at around 11:40 P.M., Officers responded to the 100 block of Oak Street for a shots fired call. Upon arrival, Officers located two victims, a 33-year-old male and a 32-year-old male who reported just being shot at. The 33-year-old male suffered from a gunshot graze wound to the leg. There were several casings located on the scene. While Officers were investigating this incident, a suspect emerged from the Northside Market located at 106 Oak Street. The investigation revealed the suspect, Basim Saad, 18, of Syracuse, shot at the victims during a dispute prior to police arrival. Saad was arrested and charged with Assault in the Second Degree, Criminal Possession of a Weapon in the Second Degree, Reckless Endangerment in the First Degree, and Criminal Possession of a Firearm. The investigation is active and ongoing and anyone with information is compelled to contact the Syracuse Police Department’s Criminal Investigation Division at (315) 442-5222.

City of Syracuse Announces Southbound Lane Closure on East Avenue in Meadowbrook Area

Syracuse, N.Y. – The City of Syracuse Department of Public Works (DPW) announced a southbound lane closure on East Avenue from Salt Springs Road to East Genesee Street beginning Monday August 15 to facilitate a sidewalk reconstruction project on the west side of East Avenue. Signage will be in place to alert travelers of the closure. The southbound lane will remain closed to through traffic for the duration of the project and will not be removed in the evening hours. The project is expected to be completed within 10 days. Actual project start dates and time frames are contingent on favorable weather.

Department of State Announces Completion of The State Street Plaza as part of The Auburn Downtown Revitalization Initiative

Restoration of the State Street Plaza Serves as a Centerpiece for Auburn’s DRI Program  The Downtown Revitalization Initiative Funds Key Catalytic Projects to Revitalize the City of Auburn The New York State Department of State (DOS) today announced the completion of the restoration project at State Street Plaza in Auburn funded through the City’s $10 Million Downtown Revitalization Initiative (DRI) awarded in 2018. The State Street Plaza, which was supported in part with a $ 1,000,000 grant administered by DOS, is the fifth project to be completed with DRI funds in downtown Auburn. “Quality public gathering spaces like State Street Plaza are often the anchor for a vibrant downtown,” said Secretary of State Robert J. Rodriguez.   “State Street Plaza will provide safe and enjoyable public space for events, concerts, a friendly game of chess or checkers, or simply a place to sit, read a book, drink a cup of coffee and enjoy the burgeoning vibe of downtown Auburn.  Auburn’s downtown creative corridor just became more creative, vibrant and inviting with the completion of this magnificent public project, which will also boost businesses, create jobs and draw visitors to the downtown commercial area to reinvigorate the local economy.” The State Street Plaza will become the centerpiece for the State Street Creative Corridor. The 5,000 square foot public plaza, on the site of the former Kalet’s Department Store, complements and enhances adjacent retail stores and restaurants and provides flexible public space for events, festivals, and socializing. The first public meetings for the design of the State Street Plaza were held in 2017. Auburn School District students from a two-year community service and leadership program for citywide junior high students known as Blueprint II attended and participated in these community meetings.  Many design details incorporated into the final design of new plaza, such as a life size chess board and mobile device charging stations, were the brainstorm of these students. The new Plaza also includes flexible performance space, public art moveable tables and chairs, seating areas, including benches ans seat wall, landscaping and interpretative signage. The project also included the installation of water lines, stormwater management,  installation, fencing, hardscaping, and the contruction of a flexible performance space. The project also includes pedestrian-scale lighting, bike racks, and interpretive signage. According to City of Auburn Mayor Michael D. Quill,  “The NYS DRI grant made this economic revitalization project in our downtown a reality and we thank Governor Kathy Hochul for her continuous support of not only this program but of Auburn and all of upstate New York.  Thanks to the Governor and the DRI the heart of our downtown has been transformed into vibrant public space that will surely spur community and economic development for years to come.” The City of Auburn is the second largest city in Central New York. It was selected as a winner in Round 3 of Downtown Revitalization Initiative. The City’s DRI plan builds on the interconnected relationships between its many natural, multicultural, educational and historic assets to provide unparalleled quality of life supported by a strong local economy, diversity and restored vibrancy for all in the Auburn Business Improvement District and the West End Arts District.  To leverage DRI funds, City leadership embraced a “#This Place Matters” campaign to achieve $40 million of public-private funds to invest in downtown. Projects already completed through the DRI include: Public Safety Building $1,200,000 DRI FUNDING REQUEST $10,038,350 TOTAL PROJECT COST   The proposed redevelopment of an underutilized strip mall will create a new shared services public safety building that will house the fire department and other emergency services. This project also consists of site improvements that will enhance the surrounding neighborhood. A 1970s strip mall was redeveloped into a new shared services public safety building, creating offices for City and County Emergency Operations Center and Emergency Management Office, as well as facilities for the City of Auburn Fire Department. Culinary Arts Facility $800,000 DRI FUNDING REQUEST $1,465,000 TOTAL PROJECT COST   This proposed project will renovate currently vacant spaces in the Plaza of the Arts to create two commercial teaching kitchens, classrooms, and event space for Cayuga Community College’s new Culinary Arts Program. The vacant Plaza of the Arts building was repurposed to accommodate Cayuga Community College’s new Culinary Arts Program, providing a cafe as well as a central space for community events. Individualized cooking suites, digital demonstration kitchen, and advanced kitchen equipment combine to make Cayuga’s Culinary Institute a one-of-a-kind opportunity for students to explore their culinary passion. Peer Recovery Center A vacant three-story structure was rehabbed into a central facility for comprehensive recovery, treatment, and complementary health care services. The facility houses an existing peer-based not-for-profit that provides recovery services, as well as other health-based organizations with similar missions, fostering a collaborative approach to the urgent issues of addiction. Rudolph Building $172,800 DRI FUNDING REQUEST $432,000 TOTAL PROJECT COST   The proposed redevelopment of the vacant Rudolph Building will create three market rate apartment units on the upper floors and a candy shop on the ground floor This beautiful historic building was renovated, providing retail space to Rudolph’s Sugar Shack, an ice cream and candy store, on the first floor and creating apartments on the upper floors. About the Downtown Revitalization Initiative – In 2016, New York State launched a major new initiative —the Downtown Revitalization Initiative. Through this initiative, the Governor has moved to aggressively accelerate and expand the revitalization of downtowns and neighborhood to serve as centers of activity and catalysts for investment in all ten regions of the state. The initiative represents an unprecedented and innovative plan-to-act strategy that couples strategic planning with immediate implementation.
