Gillibrand Leads Bipartisan Letter With 44 Senators Urging Secretary Mattis Not to Implement Transgender Ban

Transgender service members have been serving openly since the policy was changed in June 2016; no military branch has reported any issues associated with their service Washington, D.C. – U.S. Senator Kirsten Gillibrand today led a bipartisan letter signed by 44 additional Senators to Secretary James N. Mattis urging him to advise the President against implementing the announcement he made via Twitter Wednesday that transgender Americans can no longer serve in the military. This announcement contradicts existing Defense Department policies, undermines our military readiness, and puts our transgender service members as well as their commanders in an impossible situation. “We appreciate General Dunford’s message that no policy changes should be made until implementation guidelines have been issued,” the Senators wrote in the letter. “We further write to request that, at a minimum, you do not separate any service member due to the person’s gender identity until you have completed the assessment that you announced on June 30, have reported back to Congress about any challenges that you foresee in the accession and retention of transgender troops, and determined the Department is unable to mitigate these challenges.” Senator Gillibrand was joined by Senators Tammy Baldwin (D-WI), Michael F. Bennet (D-CO), Richard Blumenthal (D- CT), Cory A. Booker (D-NJ), Sherrod Brown (D-OH), Maria Cantwell (D-WA), Ben Cardin (D-MD), Tom Carper (D-DE), Robert P. Casey, Jr. (D-PA), Susan M. Collins (R-ME), Christopher A. Coons (D-DE), Catherine Cortez Masto (D-NV), Joe Donnelly (D-IN), Tammy Duckworth (D-IL), Richard Durbin (D-IL), Dianne Feinstein (D- CA), Al Franken (D-MN),  Kamala D. Harris (D-CA), Margaret Wood Hassan (D-NH), Martin T. Heinrich (D-NM), Heidi Heitkamp (D-ND), Mazie K. Hirono (D-HI), Tim Kaine (D-VA), Amy Klobuchar (D-MN), Patrick Leahy (D-VT), Edward J. Markey (D- MA), Claire McCaskill (D-MO), Robert Menendez (D-NJ), Jeffrey A. Merkley (D-OR), Christopher S. Murphy (D-CT), Patty Murray (D-WA), Gary C. Peters (D-MI), Jack Reed (D-RI), Bernard Sanders (I- VT), Brian Schatz (D-HI), Charles E. Schumer (D-NY), Jeanne Shaheen (D- NH), Debbie Stabenow (D-MI), Jon Tester (D-MT), Chris Van Hollen (D-MD), Mark R. Warner (D-VA), Elizabeth Warren (D-MA), Sheldon Whitehouse (D-RI), and Ron Wyden (D-OR). The full text of the Senators’ joint letter is included here and below: July 28, 2017 The Honorable James N. Mattis Secretary of Defense 1100 Defense Pentagon Washington, D.C. 20301 Dear Secretary Mattis, We are writing regarding the President’s announcement via Twitter yesterday that transgender Americans can no longer serve in the military. We strongly oppose this policy change, and urge you to advise the President against it. This announcement contradicts existing Defense Department policies, undermines our military readiness, and puts our transgender service members as well as their commanders in an impossible situation. We appreciate General Dunford’s message that no policy changes should be made until implementation guidelines have been issued. We further write to request that, at a minimum, you do not separate any service member due to the person’s gender identity until you have completed the assessment that you announced on June 30, have reported back to Congress about any challenges that you foresee in the accession and retention of transgender troops, and determined the Department is unable to mitigate these challenges. Transgender Americans who serve in our military put their lives on the line to protect America. They make up a small percentage of the military population, but are reportedly twice as likely to serve in the military as other Americans. Transgender service members have been serving openly since the policy was changed in June 2016 and in that time no service has reported any issues associated with their service. Forcing these brave Americans out of our military would be cruel and discriminatory. It would harm our readiness by denying the military of these service members’ capabilities and requiring the military to replace them at a time when the recruiting pool for the services continues to shrink. It will harm morale in the military as service members see their brothers and sisters in arms – some of whom are currently forward deployed – thrown out simply because of their identity. And the uncertainty associated with making policy this way is already harming our military readiness and morale, as transgender service members and their superiors struggle to make sense of the policy and what it means for them today and tomorrow. Any American who wants to serve and meets the standards should be allowed to serve our country. Transgender service members are serving with honor and distinction today and we ask that you, as our Secretary of Defense, assure them that their service will not be ended simply because of who they are.

Second Chance Canine Adoption Shelter Open House & BBQ

Second Chance Canine Adoption Shelter started with a dream of Onondaga County Executive, Joanie Mahoney.  Over two years ago, County Executive Mahoney began the process of working on a large project that would bring together inmates and homeless dogs.  She configured a team of community leaders that would help see this vision come to light. The community, and beyond, joined in on the journey.  The brilliant idea of pairing up inmates with shelter dogs was a sure way to give second chances to both the inmates and the dogs.  Upon the end of the dogs training, he or she will be placed up for adoption.  Our hope is that the inmate will utilize the skills acquired in a productive and effective way as they enter back into the Central New York Community. They’re celebrating their accomplishments with their, 2nd Annual Open House & BBQ, Saturday, July 29, 2017. 10:00AM – 2:00PM Second Chance Canine Adoption Shelter 6660 E. “Skinny Repeal” of Obamacare – Statement from Governor Andrew M. Cuomo

“The reckless, so-called “skinny repeal” would have raised costs on middle class New Yorkers and stripped health care from 16 million Americans. “I commend the members of our Congressional delegation who stood up to the ultra-conservatives in Washington who launched an assault on our New York values by pushing this disgraceful bill. It is particularly disturbing that some members of our own delegation sold their votes and supported a previous version of this bill that would have hurt the very New Yorkers they were sent to Washington to represent. “In New York we believe that health care is a right, not a luxury, and we will continue to fight to ensure that all New Yorkers have access to the quality and affordable health care that they need and deserve.”

New York State Defenders Association Supports Continued LSC Funding

Civil Legal Services Important to Client Community, NYSDA Notes ALBANY, NY (07/28/2017) As it celebrates its fiftieth anniversary, the New York State Defenders Association (NYSDA) continues its mission “to improve the quality and scope of publicly supported legal representation to low income people.” NYSDA’s work focuses on legal representation mandated by constitutional and statutory law in criminal and family matters. “But NYSDA has long recognized the importance of civil legal services as well,” Executive Director Charles F. O’Brien said today. He was responding to the latest news about the battle for federal funding of legal services, with the U.S. Senate Subcommittee on Commerce recommending that the Legal Services Corporation (LSC) receive the same $385 million in funding that was provided last year. In the face of the Administration’s proposal to defund LSC entirely, “NYSDA joins others, including the American Bar Association, who support continued funding for LSC,” O’Brien stated. Past NYSDA support for civil legal services can be seen in its testimony several years ago at a state legislative hearing on IOLA-the Interest on Lawyer Account Fund, a mechanism for providing funding-and the future of civil legal services. In that testimony, then-Executive Director Jonathan E. Gradess said: “We work with public defense lawyers for the ultimate good of clients, and those clients are the same people, from the same communities, who need civil legal services.” O’Brien pointed out that NYSDA takes “a client-centered approach to public defense representation,” recognizing that “issues like housing and employment opportunities play a huge role in criminal and family court matters.” He went on, “good lawyering to stop improper evictions or denial of government benefits is crucial in helping keep families together and family members out of the justice system.”
